Ceto Talent is working with a leading consultancy delivering major infrastructure and construction programmes. We are seeking a Senior Project Controls Manager to lead and develop project controls across complex projects.

This role focuses on delivering integrated project controls including cost control, planning, scheduling, risk management, change control and performance reporting within a PMO or programme environment.

Key responsibilities include establishing performance measurement baselines, implementing earned value management (EVM), and overseeing cost, schedule and risk integration. You will manage project controls reporting, governance frameworks and KPI tracking to ensure accurate programme performance visibility.

You will lead change management processes, support forecasting and cost management activities, and provide strategic insight to senior stakeholders. The role also includes managing and developing project controls teams while ensuring alignment across planning, cost engineering and risk functions.

Applicants should have strong experience in project controls within infrastructure, construction or engineering environments. Proven knowledge of planning and scheduling tools such as Primavera P6, alongside experience in cost management, risk analysis and project reporting, is essential. Familiarity with NEC contracts and programme governance structures is required.

Strong leadership, stakeholder engagement and communication skills are key, along with the ability to operate within a fast-paced project or PMO environment. Professional accreditation such as APM or PMI is desirable.
