Hays are working in partnership with Birmingham City Council to recruit a Communications Officer on an interim basis. This is a fantastic opportunity to contribute to one of the Council's largest transformation programmes, supporting the Finance Improvement Programme.

We are looking for a creative, people-focused communicator who can bring clarity, engagement, and energy to a complex, transformative environment.

Key Responsibilities

Internal Communications Management

Develop and iterate the communications plan for the Finance Directorate
Create, edit, and distribute newsletters, bulletins, and updates
Manage intranet content and digital platforms (Teams, SharePoint) to support collaboration and information sharing
Ensure consistent messaging across all internal channels, aligned with directorate objectives and brandContent Creation & Writing

Produce high-quality, engaging written content in clear, accessible language
Translate complex financial information into easy-to-understand communications that drive behavioural change
Maintain templates and style guides to ensure consistency in tone and branding
Create visual content, workflows, and infographics to support key messagesCommunication Focus AreasCustomer Communications

Rewrite customer-facing letters to be clear, benefit-led, and user-friendly
Simplify technical terms and conditions into plain English
Develop accessible messaging that explains finance and council processes
Position the Finance Directorate as helpful and approachableSupplier Communications

Deliver campaigns to reinforce policies such as "No PO, No Pay"
Develop clear guidance on procurement processes
Create behavioural communications to encourage supplier compliance
Produce supplier updates and relationship management materialsColleague Communications

Support cultural and behavioural change across the directorate
Create communications that drive adoption of new financial systems and processes
Reinforce best practices in budget management and compliance
Build engagement and understanding around policy changes
Meetings & Events

Plan and coordinate key meetings, including all-staff sessions, away days, and training events.
Manage logistics for events, workshops, and conferences
Support staff engagement initiatives, including surveys and suggestion schemes
About You

Proven experience in communications, ideally within public sector or transformation programmes
Strong writing skills with the ability to simplify complex information
Experience managing internal communications channels (e.g. intranet, Teams, SharePoint)
Ability to influence stakeholders and drive engagement
Creative, proactive, and highly organised
Comfortable working in a fast-paced, change-driven environment
