Role Summary

We are seeking an exceptional Delivery Director to lead the strategic direction and execution of complex, multi-disciplinary digital programmes within the UK public sector. This senior role demands a leader with deep expertise in government delivery environments, a strong command of agile principles, and the gravitas to influence senior stakeholders across departments.

As Delivery Director, you will be accountable for driving outcomes across portfolios that align with departmental policy, citizen needs, and GOV.UK standards. You will lead and mentor delivery teams, ensure operational excellence, manage high-stakes relationships, and cultivate a culture of collaboration, innovation, and continuous improvement.

Key Responsibilities

  • Own the end-to-end delivery of high-impact digital programmes aligned to departmental strategies and GOV.UK service standards.

  • Oversee programme governance, planning, risk, and performance reporting across multiple workstreams.

  • Translate policy objectives into executable delivery plans that meet user needs and compliance requirements.

Stakeholder Management & Communication

  • Act as the primary point of contact for senior government stakeholders, including CTOs, Directors, and Programme Boards.

  • Communicate complex delivery risks, dependencies, and trade-offs with clarity and influence.

  • Build consensus among cross-functional teams, policy leads, and external partners.

Team Leadership & Coaching

  • Lead a Matrix of delivery managers, product owners, and technical teams to deliver joined-up services.

  • Foster a high-performance delivery culture focused on outcomes, trust, and accountability.

  • Support capability uplift across teams by mentoring senior delivery managers and shaping delivery communities.

  • Governance, Risk & Commercial Oversight

  • Ensure programme adherence to public sector governance frameworks, including Digital Service Assessments.

  • Oversee programme budgets, procurement activities, and supplier management in line with Cabinet Office and departmental policy.

  • Lead resolution of high-priority risks, blockers, and delivery escalations.

Essential Skills & Experience

Proven experience as a Delivery Director or Programme Director leading digital transformation in the UK public sector (eg HMRC, DWP, MoJ, DEFRA, NHS Digital, Local Government).

Deep understanding of GDS Service Standards, agile delivery life cycles (Discovery to Live), and assurance processes.

Outstanding communication, negotiation, and influencing skills, with the ability to operate confidently at board level.

Demonstrated ability to align technology delivery with policy goals, citizen outcomes, and strategic priorities.

Experience in multi-supplier delivery environments, including managing commercial contracts and vendor performance.

Ability to manage ambiguity, navigate political landscapes, and make strategic decisions under pressure.

Desirable Experience

Experience integrating services with GOV.UK Notify, Pay, One Login, or other cross-government platforms.

Background in coaching and developing senior delivery professionals and agile leaders.

Familiarity with risk and resilience planning for public-facing, high-availability services.

Formal qualifications in agile, programme management (eg SAFe, MSP, are advantageous.
