Programme Director
Job Summary:
My client is looking for a strategic and hands-on Programme Director to design and deliver a new TOM for our local authority. This is a critical leadership role focused on reshaping how services are structured, delivered, and improved embedding a culture of continuous improvement and operational excellence.
This role is ideal for someone who thrives on change, understands the complexities of local government, and can align people, processes, and technology to enable more efficient, effective, and customer-focused services.
Key Responsibilities:
- Lead the design and implementation of a new Target Operating Model across the organisation, ensuring alignment with strategic goals and community needs.
- Drive end-to-end transformation of services, from discovery and design through to delivery and continuous improvement.
- Work with Directors, Heads of Service, and frontline teams to co-create sustainable service models and modern ways of working.
- Develop and implement a framework for continuous improvement, including tools, training, and governance structures.
- Identify opportunities for efficiency, automation, and improved customer outcomes through process redesign and technology enablement.
- Support cultural and behavioural change across the organisation to embed a mindset of learning, agility, and accountability.
- Ensure robust change management and communication plans are in place to engage staff and stakeholders throughout the transformation journey.
- Monitor and report on progress, risks, and benefits realisation to senior leadership and elected members.
About You:
- Proven experience leading large-scale organisational transformation programmes, ideally within local government or the broader public sector.
- Strong background in TOM development and implementation, with a focus on service design, operating efficiency, and customer impact.
- Demonstrated ability to drive and embed continuous improvement practices, such as Lean, Six Sigma, or systems thinking.
- Excellent stakeholder engagement and communication skills, with the ability to influence at all levels.
- Strategic thinker with strong analytical and problem-solving skills.
- Understanding of local authority structures, governance, and service delivery challenges.
- Project and change management qualifications (eg, MSP, Agile, APMG Change Management) are highly desirable.
